A preparation cue, not a city snow forecast

CTV News reported on October 28 that meteorologists are watching a possible early weakening of the polar vortex, with the outcome for Canada unresolved. That is a reason to review winter readiness, not a prediction of a particular storm. This Richmond guide is an original planning checklist. It does not predict local snowfall, a start date or the severity of this winter.

Check the sidewalk obligation independently

Richmond’s official snow page says owners or occupiers of residential, industrial and commercial property must clear adjoining sidewalks by 10 a.m. every day, including Sunday. Confirm how that responsibility applies to the property and whether the proposed private service includes it. Municipal road clearing is a separate operation.

Mark the work that must remain accessible

For a business site, identify loading doors, pedestrian entrances, collection points and the hours they are used. List turning or clearance restrictions rather than assuming every truck can reach the same space. A marked plan is more useful than a request to clear everything.

Discuss meltwater as well as snow storage

Richmond’s resident winter guidance encourages clearing nearby stormwater drains of leaves, debris and accumulated material. For a commercial enquiry, identify drainage features and ask how proposed snow-storage areas interact with them. Have a qualified person assess any drainage defect; a snow-service conversation is not a drainage design or flood guarantee.

Agree the exception process

Ask what happens if a loading bay is occupied, a gate is locked or the agreed storage area is unavailable. Decide who receives that report and who can approve a different approach. These are hypothetical planning situations, not descriptions of a Richmond customer or a promise that every site can be accepted.

Use a current forecast for the actual decision

ECCC’s seasonal guidance concerns longer-period probabilities, not an address-specific attendance time. Recheck local forecasts and warnings as an event approaches. Ask PlowWow to review the property and confirm scope, availability and commercial terms before relying on a service arrangement.

Discuss the property, confirm the scope
