What Snow Stars does—and what to confirm separately
Port Moody’s published winter guidance invites residents to nominate a helpful neighbour as a Snow Star. The recognition celebrates assistance already given. Do not interpret a nomination as a booking, dispatch service or subsidy application.
The same guidance distinguishes sidewalk timing: 10 a.m. for Priority Pedestrian Routes and within 24 hours for other routes. It identifies pedestrian areas around Inlet Centre and Moody Centre stations in the City’s priority system. Check the actual route and responsible party using the City’s maps; station proximity does not transfer a private frontage obligation to a municipal crew.

Why recognition and reliable coverage need different plans
A neighbour may willingly help after work but be unable to attend during every snowfall. A service agreement can specify surfaces, timing and return visits, but it also depends on actual provider capacity. A possible pilot should describe which need it is trying to meet before assigning money or volunteer hours.
For a hypothetical home on an inclined approach, useful assistance might focus on the entrance and connection to the sidewalk. For a strata building, the priority may be a continuous path between entrances, parking and frontage. Those are different work requests, with different people authorized to arrange them.
Council could be asked to assess a small paid backup for residents who cannot arrange dependable help. The design should ask how access restrictions, steps and treatment needs affect the quote. Copying another municipality’s dollar figure without defining the work would leave residents and providers making different assumptions.
Four practical questions for Port Moody council

- What help is available when a resident cannot clear snow and has no reliable neighbour assistance?
- Would staff assess a funded trial alongside existing community recognition?
- How would an applicant describe the essential route and get a suitable service quote?
- How would the City measure completed work and identify needs the trial could not cover?

Connect the building plan to the public route
For a strata or business, mark the frontage, entry ramp, curb connection, gate and parking-to-door route on one plan. Confirm ownership or maintenance responsibility at each boundary. A public path toward a station or park may have a different service schedule from the building’s private walkway.
Ask the contractor how it will keep access workable while clearing the vehicle area. Include narrow passages that need hand work and snow-storage locations that do not obstruct the pedestrian route. Book around defined work, not an unconfirmed rebate
A PlowWow quote request should include the address, surfaces, dimensions, photos and required access times. Ask about seasonal service, five visits or a single attendance, subject to availability. Specify whether the request includes snow clearing, salting, suitable brine treatment or plowing with salt, and agree what triggers another visit.
Do not deduct a hypothetical grant from the contract price. PlowWow is a commercial service contact, not a municipal program administrator or an approved provider under a program that has not been confirmed.
