Check the location behind the number

A phone displaying +2°C can start a useful conversation: which location does it represent, when was it updated, and is it an observation or a forecast? A city label does not make the number a surface-temperature measurement at your entrance.

For context, the official nearby observation we verified this morning was 3.0°C at Abbotsford Airport at 7:00 a.m. PDT, October 20. We have not verified an official +2°C reading for the whole of Langley.

Air and surface temperatures are different

The Met Office explains that ground frost can occur even when air above the surface remains above freezing. Clear, light-wind conditions can allow surfaces to cool differently from the surrounding air.

That does not establish that a particular Langley walkway froze today. It explains why a phone temperature is not enough to declare a site either icy or safe. Surface conditions, moisture and local observations matter.

Give the council a simple checklist

Confirm who monitors the property and how concerns reach the service provider. Identify the common routes residents use early: the entrance-to-parking connection, shared stairs, accessible routes and ramps. Note drainage concerns and shaded spots for assessment rather than assuming every area behaves alike.

Check that the winter contact list is current and that the person receiving a report can act on it. Ask how inspections, decisions and completed work are documented.

Avoid the automatic-salt assumption

A low positive air reading does not specify a product, quantity or application. Material selection and treatment decisions should reflect assessed conditions, the surface, product directions and the agreed service plan.

Ask how the provider handles ice-control visits when plowing is not needed. A seasonal package should explain that work plainly, including what is included and what requires further approval.

Put the boundaries in writing

Common walkway stairs should be identified within the agreed routes. Individual-unit stairs and private entry paths require explicit inclusion rather than an assumption that every step on the property is covered.

Discuss snow storage, access restrictions and equipment before winter. Relocation or off-site hauling beyond the agreed scope is a separate conversation, with costs and approval confirmed before additional work.

The aim is a practical plan residents and crews can both understand—not a reaction to a single number on a screen.
